What is the Role of Charter Schools?

On November 19, 2004, the Education Commission of the States (ECS) convened its second meeting of state policymakers to talk about the possible roles that charter schools can play in state responses to low-performing schools under the No Child Left Behind (NCLB) Act. There were 34 people from 10 state teams, as well as 11 individuals representing 10 national organizations and local school districts, in attendance at this meeting in New Orleans, Louisiana.
