Mary Jo Howland deputy director, Policy and Research, Tennessee State Board of Education, Tennessee Mary Jo Howland is the deputy executive director of the Tennessee State Board of Education. Her responsibilities include evaluating the impact of policy on public education and developing proposals for board and legislative consideration. Howland consults regularly with state and national public education researchers, stakeholders and policymakers. Her current portfolio includes an instructional leadership redesign project, a new speech language service delivery model and teacher education, quality and licensure. Howland facilitated the development of the minimum nutritional standards for individual food items sold or offered for sale to pupils in grades pre-kindergarten through 8 as required by state legislation.
