Learning In Deed: Making a Difference Through Service-Learning

Policy and Practice Demonstration Project

The Compact for Learning and Citizenship is engaged in a national K-12 service-learning initiative supported by the W.K. Kellogg Foundation. As part of the Policy and Practice Demonstration Project (PPDP), CLC is working with five states -- California, Maine, Minnesota, Oregon and South Carolina -- to institutionalize service-learning. These states were selected based on their experiences, commitment and leadership to move service-learning to greater levels of institutionalization at the state, district and school levels.

PPDP operates under the following assumptions:

  • Large-scale institutional change in education depends, in part, on support from state-level education leaders and policymakers.

  • States are key intermediaries in the education system.

  • States need assistance and guidance in developing more effective state and district policies supporting service-learning.

  • PPDP states provide a laboratory for testing and refining strategies for improving policy and practice.

The PPDP states focus on service-learning through the lenses of (1) policy, (2) practice and (3) capacity/infrastructure.

  • Policy (i.e., permission, resources and priorities) is examined along a continuum from "inhibiting" to "supporting" service-learning institutionalization.

  • Practice is highest quality and aligned with state, district and school missions, standards and priorities.

  • Capacity/infrastructure is the implementation of supportive systems to institutionalize service-learning.
