The National Center for Learning and Citizenship (NCLC) is an organization of chief state school officers, district superintendents, service-learning professionals and others who support service-learning. Members are committed to linking school-based service and service-learning to K-12 curriculum and to organizing schools to maximize community volunteer efforts.

NCLC was founded by and operates out of the offices of the Education Commission of the States (ECS). ECS is a national, nonprofit organization that helps state education and political leaders improve education at all levels by making sound policy decisions.

"Service-learning is a teaching strategy that builds bridges, improves communication and brings relevance to the curriculum. It builds bridges between the young people in our schools and the community, especially senior citizens. It fosters communication with various agencies within the community as needs assessments are conducted and reviewed. Perhaps most important, service-learning brings relevance to the curriculum and answers the age-old question, ‘Why do we have to learn this?’"

-- Randall H. Collins, Superintendent, Waterford, Connecticut,
Public Schools; 2002-04 NCLC chairman
