Our Policy Team compiled information on states that made changes to certification and licensure which resulted in overall gains in literacy or successful impacts for students who are low-income, English learners or a part of other historically underserved communities. Our response includes information on a growing body of research around best practices in pre-service educator certification requirements and in-service professional development to promote robust literacy instruction and examples of state strategies in these policy areas. To provide timely assistance to our constituents, State Information Requests are typically completed in 48 hours. They reflect an issue scan versus a comprehensive analysis.
