As a policy analyst, Sam analyzes state education policy trends, legislative activity and delivers research-based insights to support policymakers. Prior to joining Education Commission of the States, Sam worked in state budget analysis, grant management and higher education policy. Sam is passionate about expanding education access and opportunity, particularly in rural communities, and is committed to helping states develop systems that serve students regardless of geography.
