States With Universal Pre-K | State Information Request

A governor's education policy advisor asked how states offer universal pre-K (rather than pre-K based on income eligibility). Our response identifies four states and the District of Columbia that offer universal pre-K programs, in addition to eight states that have universal eligibility policies.
