Research demonstrates the positive effects of dual enrollment programs across student populations, but participation is not representative across student groups. As the nation’s student population becomes more diverse, dual enrollment participation faces a growing equity gap.  

Students face three main barriers to dual enrollment participation: access, affordability and quality. This Policy Guide outlines how state policymakers can use available tools to remove these barriers and create equitable access to dual enrollment in their state.
